The fundamental problem with identification using transfer functions is that the form of the transfer function is generally not known. The Honeywell identification is patterned after the DMCPlus identification, using either a step or impulse response coefficients. The difference is, once the curves have been identified, Honeywell fits transfer functions to them. I won't elaborate on the reasons why they do this, but from a fundamental perspective, it produces no better fit, it only changes the form in which the model is input into the interface.
